When Kevin Wrath took over as leader of the 9th circle he decided to use infuse the new generation of the Black Talon's Armed forces with a fusion of Alchemy and technology to combat the growing problem of dealing with heroes to tend to think dealing with hired help is an easy fix so with the help of Dr. Cordi Redeel they devised a way to infuse the best traits of their soldiers in clones using nanotechnology to make them agile and stronger while adding armor created with a micro mesh to make them stronger in a fight using the data gained form the campaign against the guardians and young guardians which gave birth to the neo soldiers who have been grown in a labs and breed and programed for combat upholding the ideas of the 9th's Rules of Iron and lay waste to thier enemies.
